User allegedly penalized for stopping too long at RnR

SHAH ALAM, OCT 10: A man has claimed to be over-charged by PLUS Malaysia Berhad (PMB) for stopping at a rest and recuperate (RnR) area for too long.
In a Facebook posting, Damar Wulan said that he had entered the PLUS highway through Gurun and stopped for a while at the Gurun RnR to sleep as he was tired after sending off his friend.
However, upon reaching the Pendang Toll on his way home, he was asked to pay RM9.40 (Inclusive of a fine of RM6.40).
“I was fined a total of RM6.40. Toll charges is supposed to be only RM3.00, but I was charged RM9.40.
“How can there be additional charges for staying too long at the RnR, by over 1 hour and 50 minutes. Is this crazy? Can’t stay too long at RnR?” he wrote.
Damar questioned the action, but PLUS said it is a ‘penalty’ payment as highway users may cheat if they stay too long in the RnR area.
Not satisfied, he tried to contact PLUS through its customer-service number but has yet to receive clarification on the matter.

“I informed them that I was tired and slept for a while at the RnR.  However the toll supervisor said that sleeping is not an acceptable excuse as there are no hotels there.
“In fact, users have been complying with the system,” he said.
He also questioned PLUS’s action for not putting up any signs informing highway users that there is such a rule implemented.
PLUS had issued a statement before, informing that they will impose a penalty on highway users who are found to be on the highway for too long or for an unreasonable period of time.
However, on March 16, 2005, the Public Works Minister at that time, Datuk Seri S. Samy Vellu had prohibited PLUS from doing that until amendments to the law were made.
