SHAH ALAM, JAN 10: The Selayang Municipal Council (MPS) has emphasized that the implementation of the paid or coupon parking system at the One Selayang commercial area in Batu Caves is in accordance with the law and authority given by the local authority.
MPS Corporate Department Director Mohamad Zin Masoad said parking lots are provided for shop owners and apartment residents. However, the lots are not owned or reserved for them exclusively. The lots are also not declared as accessory lots or joint property.
He said MPS can impose parking charges in the area and is responsible for all road maintenance and lightings in the area.

“Considering residents’ needs in a meeting on November 17, 2016; MPS has discussed and agreed to offer a monthly pass facility to residents for a flat rate of RM31.80 (including GST) a month.
“The pass will be issued and monitored by Suasa Efektif Sdn Bhd, with the cooperation of One Selayang JMB Management,” he said in a statement.
Prior to this, the media had reported that over 1,000 One Selayang residents protested against MPS’s action in implementing the coupon parking system in the area beginning December 1, 2016.
Zin explained that One Selayang development scheme is based on the concept of commercial or commercial plus residence, through the subdivision of land and building block method in accordance with the 1985 Strata Title Act (Act 318).
Besides, the coupon parking system has already been implemented in other developed and similar status areas, such as Medan Batu Caves.
