First Selangor Plan to include public-private partnerships — MB

SHAH ALAM, July 5 — The First Selangor Plan (RS-1), which is scheduled to be tabled during the Selangor State Legislative Assembly this month, will include public and private partnerships, says Menteri Besar Dato’ Seri Amirudin Shari.

He said the plan will not only be centred on infrastructural planning as is included in the Malaysia Plan but will also focus on collaboration opportunities between the state government and the private sector.

“The RS-1 will be a grand and comprehensive plan in five years to come. It comprehensively covers the state government’s plan including the infrastructure aspect as well as several projects that we have initiated or are currently ongoing including in Sabak Bernam, the central area of Selangor, amd in the northern area of Selangor.

“There are also other high-value projects involving the private sector and the state government. The RS-1 will also enable investors to come and see Selangor’s potential. They can also consider making investments that are best for our localities or other options offered by the state government.

“The RS-1 is not a spontaneous vision, it is a whole plan that has undergone thorough research and study,” Amirudin said during a press conference following the signing of the sale and purchase agreement between Central Spectrum (M) Sdn Bhd (CSSB) and Oleon Port Klang Sdn Bhd (Oleon).

Oleon has purchased 10.07 acres of land from CSSB in the Selangor Halal Hub, Pulau Indah, for RM30.7 million, which will be used for the expansion of their manufacturing facilities to meet the global demand of oleochemicals.

The agreement was signed by CSSB chief executive Mohamad Razif Abdul Wahab and Oleon country manager Stephane Bernard.

Also present at the event were Belgian Ambassador to Malaysia Pascal Gregoire, Selangor State Secretary Datuk Haris Kasim, Menteri Besar Selangor (Incorporated) chief executive officer Norita Mohd Sidek, and Invest Selangor Bhd chief executive officer Dato’ Hasan Azhari Idris.

In May, Amirudin announced the RS-1 was designed to champion the people’s socio-economic agenda under the current state administration.

The Menteri Besar said it is crucial to formulate the five-year comprehensive plan based on the state government’s experience in handling the Covid-19 pandemic, which affected various sectors.
