Selcat evaluating Selangor free insurance scheme’s implementation, direction

SHAH ALAM, Oct 10 — The Selangor Select Committee on Competency, Accountability, and Transparency (Selcat) convened today to evaluate the Selangor General Insurance Scheme (Insan).

Its chairman Lau Weng San said the public hearing session was held to address questions raised by state assemblymen regarding the programme’s governance, implementation, and direction.

He said several closed hearings had previously been conducted with Menteri Besar Selangor (Incorporated) or MBI officials to ensure concrete information and decisions on the issue.

“Selcat examined several aspects, including governance issues related to the approval and implementation of the Insan programme, the appointment of implementing agencies, operators and service providers, as well as promotion.

“In addition, the basis for the appointment of Wavpay Fintech Holding Sdn Bhd as the service operator and the auditing of the Insan programme were also reviewed by the Selcat committee members,” Lau said.

The hearing session, which began at 10am today, featured three witnesses: former MBI chief executive officer Norita Sidek and MBI chief executive officer Saipolyazan M Yusop.

Another witness was Selangor State Deputy Secretary (Development) Dato’ Johary Anuar.

Selcat’s committee members include Dusun Tua state assemblyman Datuk Johan Abd Aziz, Teratai state assemblyman Yee Jia Haur, Hulu Kelang state assemblyman Datuk Seri Mohamed Azmin Ali, Sijangkang state assemblyman Dr Ahmad Yunus Hairi, and Taman Medan state assemblyman Dr Afif Bahardin.

Insan, launched on October 1, 2022, provides free group personal accident insurance coverage to six million people aged between 30 days and 80 years.

Through the scheme, individuals receive coverage of RM11,000 for death, RM21,000 for death abroad, RM10,000 for permanent disability, and an allowance of RM50 per day for hospitalisation, for up to 30 days.
