2025 Selangor Budget seeks to address over 130,000 strata apartment issues — MB

KAJANG, Nov 2 — Approximately 138,000 strata housing units in Selangor are experiencing ownership issues, affecting asset and property values.

Menteri Besar Dato’ Seri Amirudin Shari said that issues troubling owners over the past 20 to 30 years will be addressed through initiatives to be announced in the 2025 Selangor Budget, which will be tabled on November 15.

“This issue arose when planning permission was granted before land issues were resolved. This allowed some developers to evade and neglect payments. Eventually, it fell back on the residents. Essentially, each resident is expected to pay.

“So, we are working on it, but the state government cannot bear the entire cost as it feels like we are carrying past problems. We have found a formula to offer incentives to owners or developers who can help resolve this issue,” he said.

Speaking at the Kajang Municipal Council’s Strata Rewang programme at Pangsapuri Baiduri today, Amirudin said the problem needs to be resolved promptly to ensure the properties can become rightful assets for the owners.

“Due to the lack of ownership rights, owners are left in limbo without titles. They cannot even sell their properties. We will help resolve this as it involves various issues, including land premiums and legal fees,” he said.

In July, the Menteri Besar directed the Selangor Housing and Property Board to establish a committee to address the issue, assess costs, and aim to resolve 50 percent of ownership cases gradually from next year onwards.

Meanwhile, he also announced phased assistance, including allocations to improve apartment areas, to ensure residents can enjoy a more comfortable life.

“Residents are encouraged to apply for Sejati Madani assistance, which provides RM1 billion, including RM200 million for communities and settlements. There is open space here suitable for urban farming.

“Small and medium enterprises that can generate income can also be developed,” Amirudin said.
