Jais registration compulsory to legalise private tahfiz institutions

SHAH ALAM, June 12 — Private tahfiz institutions in the state are required to register with the Selangor Islamic Religious Department (Jais) via the Selangor Association of Tahfiz Al-Quran Institutions (Pitas), which will qualify them to participate in its ‘whitening’ programme.

State executive councillor for Islam and cultural innovation Dr Mohammad Fahmi Ngah said the programme will only involve private tahfiz institutions constructed and operational until December 31, 2023.

He added that 724 private tahfiz institutions remained unregistered as of March 31.

“The whitening programme will be coordinated by Pitas, acting as a one-stop agency to coordinate the preparation of documents to be submitted by the institutions, which will be forwarded to the local authorities to obtain the limited planning permission.

“For the purpose of this whitening programme for private tahfiz institutions, the limited planning period is a minimum of three years from the date of the approval issued by the local authorities.

“Pitas will only submit the limited planning permission applications from registered institutions to the local authorities only up to December 31, 2025,” he said in a statement today.

Fahmi said the limited planning permission will enable the local authorities to carry out replanning activities while also allowing operators or landowners to conduct their activities within the prescribed time frame, among other things.

“The limited planning permission permit also enables the local authorities to impose appropriate fees on temporary developments while controlling the planning and development of the relevant areas for a specified period,” he said.

During the limited planning’s prescribed period, the private tahfiz institutions must comply with the approval conditions. Violating these conditions will lead to the termination of the permission.

Fahmi said institutions that meet the limited planning permission requirements will be eligible for consideration for a full planning permit, or the extension of the permission period if requested by the tahfiz operators.
