Eradicate poverty more effectively with SPS & SPI

BY NORHAYATI UMOR
SHAH ALAM, NOV 8: Efforts to eradicate poverty can be implemented more effectively via the calculation of poverty index, the Smart Prihatin Selangor (SPS system) and Indeks Prihatin Selangor (SPI).
Poverty, Caring Government and Plantation Workers Exco V.Ganabatirau said that the system was able to determine eligible individuals and classify them as poor.
He said SPI assess factors causing poverty in three dimensions, including health, education and standard of living.
“It is adapted from the Multidimensional Poverty Index’ which is an international measurement of poverty in 110 developing countries.
“The combination of PGK and SPI is dynamic, and it helps the State Government to identify the poor and the reason this problem occurs. The impact is that efforts in eradicating poverty can be carried out effectively,” he said.
Ganabatirau said that however, the State Government was still conducting micro research and reviews on the results of this study from various aspects, including financial, economic, social and political aspects in order to ensure that the results of the study are comprehensive.

He said the results of the study are expected to be the main reference in enabling and assisting the State Government in identifying, drafting and directing new strategies, policies and provisions that are more comprehensive.
“In addition, it allows assistance to be channelled according to current requirements, ensuring that target groups continue to benefit as well as maintain fair economic opportunities regardless of ethnic background,” he said.
At the same time, Ganabatirau said that 9,000 households represent over 40,000 respondents from 9 regions for the implementation of the Poverty Rate Survey, which go by region and race, and follow the guidelines of the Poverty Line Income (PLI).
“According to the Department of Statistics Malaysia 2014, total population of Selangor is 5.8 million. So the sample size is inline with recommendations of sample size by Krejcie & Morgan (1970) and Cohen (1992), which are adopted by researchers worldwide.
“The survey was conducted by University of Selangor (UNISEL) and Universiti Tunku Abdul Rahman (UTAR), which sought advice from national and international levels, and also from a variety of views including Universiti Malaya, Universiti Kebangsaan Malaysia and Oxford University,” he said.
