MBSA: State govt allocates RM21 mln for upgrading works of roads, drains

SHAH ALAM, June 7 — An allocation of RM21 million has been disbursed to upgrade the infrastructure in areas under the purview of the Shah Alam City Council (MBSA).

Mayor Dr Nor Fuad Abdul Hamid said that RM15 million had been allocated for road upgrading works covering a distance of 1,600 kilometres.

“Apart from that, RM5 million has been provided to replace the electrical cables of streetlights, while RM1 million is allocated for cleaning drains.

“The total allocation of RM21 million is provided by the state government through the Malaysian Road Records Information System (Marris) and the work will be carried out by the contractors who received the tender offer letter today (yesterday),” said Dr Nor Fuad Abdul Hamid at a press conference after the Tender Offer Letter Presentation Ceremony and a joint session with the Malaysian Anti-Corruption Commission (MACC) at Wisma MBSA, here yesterday.

Nor Fuad also said that 39 contractors had been awarded tender offer letters for the upgrading works.

“The contract value awarded by MBSA covers 39 projects, including nine through quotations and 30 through tendering.

“The value of the quotations is RM2 million and the tenders amount to RM19 million, bringing to the total of RM21 million,” he said.

He also said that 227 job offer advertisements were issued by his department, and 15,453 tender documents were received from January to June.

Meanwhile, Nor Fuad reminded the 39 appointed contractors to carry out the upgrading works according to the specified specifications.

He said there are three types of offences related to government procurement non-compliance and any misconduct will be subject to disciplinary action.

“Firstly, offences that violate registration requirements, such as falsification of information or documents. Other offences include withdrawal or rejection of offers, collusion in pricing and failure to comply with contractual obligations.

“The third offence is civil crimes such as corruption, fraud, and breach of trust,” he said when delivering his speech, earlier.

Nor Fuad said failure to execute the works properly will result in disciplinary action under the Malaysian Treasury Circular (PK8), underlining the integrity pact in government procurement, and may lead to payment claim issues.

He further stated that the local council had introduced the Organisational Anti-Corruption Plan (OACP) and Corruption Risk Management Plan to determine any misconduct activities among the contractors awarded the tender.

“The plan was developed from 2022 to 2026 to allow early detection of any elements of insider activity and corruption within the department, such as sharing internal information.

“If there are cases, the contract will be cancelled, and a report will be filed with the MACC,” he added.
