Shah Alam Sports Complex development plan to be finalised next month after rigid selection process – MBI

SHAH ALAM, June 9 — The development plan of the Shah Alam Sports Complex (KSSA) is ready to be finalised next month after a thorough selection process in line with the state government’s best practices, says Menteri Besar Selangor (Incorporated) or MBI.

The proposals for the development had gone through a transparent and systematic process, which involved various parties before it arrived at this stage.

In a statement yesterday, the state investment arm said that in line with MBI’s transparent governance practices, high-impact projects such as KSSA would have to go through the standard operating procedures (SOPs), whereby the selection process of the developer companies is based on their qualifications and experience in developing large-scale projects.

“The proposal for the redevelopment of KSSA started in 2013, and we then received submissions from 15 companies.

“The proposals submitted by all the companies were reviewed and examined by MBI. As a result of this process, six companies were shortlisted and invited to participate in the Request for Proposal,” the statement read.

The thorough selection procedure included several stages – the submission of proposals, evaluation by appointed professional consultants, and presentation of the potential developers to the Board of Directors and Steering Committee before referring to the Selangor State Executive Council for finalisation, MBI elaborated.

“The Steering Committee consisted of representatives from the state government assisted by several working committees involving technical, legal, financial and sports aspects.

“Overall, this selection process took more than six months, involving multiple layers to ensure that the interests of the people of Selangor are upheld,” the statement read.

MBI said after the state government had identified the developer for the project, the Menteri Besar submitted the letter of intent (LOI) on July 15, 2022 to the developer.

It said that an engagement session and public exhibition were also held from the end of January to February for two weeks to inform the public about the development project and gather their feedback.

“Through the engagement session, 98.7 per cent of the responses received were positive.”

It added that the KSSA development project is currently in the design and development review stage before it is to be finalised in July.

The project is planned to complete via a public-private partnership without the use of public funds as the development cost will be covered by Malaysian Resources Corporation Berhad (MRCB).
