NRECC to embark on Malaysia’s adaptation planning project for climate change

KUALA LUMPUR, Oct 6 — The Ministry of Natural Resources, Environment and Climate Change (NRECC) will embark on Malaysia’s Adaptation Planning Project over a 36-month period, commencing next year until 2026.

NRECC’s Undersecretary of Climate Change Division, Hartini Mohd Nasir, said it is a collaborative partnership that will bolster the national resilience against climate impacts, mitigating long-term costs associated with responding to climate-related disasters.

“This collaborative effort will augment bilateral support in formulating and implementing Malaysia’s National Adaptation Plans and adaptation action.

“Through this adaptation planning initiative, NRECC is resolute in collaborating with other ministries, state and local governments, the private sector, experts and grassroots movements to ensure our actions yield meaningful and inclusive impact,” she said in her speech at the Climate Change Conversation Forum today.

The project is a collaboration with the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), GIZ — a non-profit enterprise of the Federal Republic of Germany — and National Adaptation Plans (NAP) Global Network.

The project is also supported by the Malaysian Green Technology and Climate Change Corporation (MGTC), as well as the National Water Research Institute of Malaysia (Nahrim), serving as the Project Implementation Units (PIU).

Hartini said through collaborative partnerships with advanced nations like Germany, the ministry aims to forge a path towards achieving net-zero emissions, vigorously addressing mitigation strategies and implementing adaptation measures that safeguard the biodiversity and ecological balance.

“These endeavours must be seamlessly integrated with climate adaptation measures, enhancing Malaysia’s resilience and mitigating vulnerability to the adverse effects of climate change,” she added.

At the same time, NRECC is also developing the Nationally Determined Contributions (NDC) Roadmap and Long-Term Low Emission Development Strategies (LT-LEDS) by outlining precise strategies and actions for global greenhouse gas (GHG) mitigation, particularly in key economic sectors.

“Simultaneously, the ministry is advancing the development of the Climate Change Act. Another important legislation, the Energy Efficiency and Conservation Act (EECA), spearheaded by NRECC, is poised for approval in Parliament this month,” Hartini said.

The recent launch of the National Energy Transition Roadmap and the National Industrial Master Plan by Prime Minister Datuk Seri Anwar Ibrahim marks a monumental milestone in the journey towards a net-zero future, and the goal of achieving net-zero emissions is not limited to the national level.

The goal is a shared objective that involves all stakeholders, including subnational governments, the corporate sector and companies, both large and small.

Commenting on the forum, she said the theme Race to Net Zero: Leadership in Climate Action, stands as one of many initiatives undertaken by NRECC and MGTC to unite and connect leaders from various industries and sectors.

“Together, we aim to discuss and share experiences, insights, practical solutions, and challenges faced in our collective pursuit of net-zero emission reduction and climate change adaptation in Malaysia.

“I hope the distinguished speakers from the various industries today will not only captivate your interest but also inspire more organisations to centre their operations around climate change mitigation and adaptation strategies. Let this become a fundamental sustainability agenda embedded in the heart of every business operation,” Hartini said.
