SPAN, water service operators to use LCOS system next year for GHG emissions

PUTRAJAYA, Nov 16 — The low carbon operating software (LCOS) system will be utilised in the National Water Services Commission’s (SPAN) operations and by water service operators in Peninsular Malaysia and Labuan from next year to report greenhouse gas (GHG) emissions.

LCOS, developed by the Malaysian Green Technology and Climate Change Corporation (MGTC), is a cloud-based platform designed to facilitate organisations in measuring, managing, and reducing GHG emissions in their respective operations.

SPAN chairman Charles Santiago said the agency is the first regulatory body in Malaysia to initiate efforts to monitor and measure GHG emissions by 13 licence holders under its supervision.

The licence holders are Air Kelantan Sdn Bhd (AKSB), Syarikat Air Terengganu Sdn Bhd (SATU), Pengurusan Air Pahang Bhd (PAIP), Ranhill SAJ Sdn Bhd (RSAJ), Syarikat Air Melaka Bhd (SAMB), Syarikat Air Negeri Sembilan Sdn Bhd (SAINS), Pengurusan Air Selangor Sdn Bhd (Air Selangor), and Lembaga Air Perak (LAP).

Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP), Syarikat Air Darul Aman Sdn Bhd (SADA), Syarikat Air Perlis Sdn Bhd (SAP), Bahagian Bekalan Air Labuan (BBAL), and Indah Water Konsortium Sdn Bhd (IWK) are also under SPAN.

He said the use of LCOS would commence with the measurement of scope one and two GHG emissions in the first quarter of 2024, followed by scope three GHG emissions, expected to conclude in the fourth quarter of 2024.

As the regulatory body overseeing water services, SPAN plays a crucial role in calculating and managing GHG emissions in the water services sector to ensure the industry does not contribute to high GHG emissions.

“This system (LCOS) can help SPAN generate data and find ways to minimise GHG emissions in the water services sector from time to time,” Charles said in a statement today, noting that climate change poses certain risks to Malaysia’s water supply.

Meanwhile, SPAN ESG Committee chairman Abdul Halim Jantan, in the same statement, said the system is user-friendly and can assist in GHG emission calculation and set targets to reduce emissions based on scientific methods.

MGTC has provided training for employees of SPAN and the 13 licence holders responsible for systematically entering data into LCOS.
